Thank you for you insight. It is sad to read this only four month after you gave praise to Japan's handling of the same issue.

Basically, Japan succeeded in controlling people's behavior, and failed badly when it comes to providing vaccination. Fundamental reason is the nation's almost-religious belief that mindset is more important than science. The TV commentators keep on saying that the most important thing is each one us to be mindful and considerate, paying not enough attention to the importance of mass immunization. The importance of vaccination is evident, but its effect is of a statistical nature - surely not always good. There are cases of impotence and even side effects. But vaccination should have been pushed forward much earlier and stronger given the fact that statistically its merit by far exceeds its downsides. But statics only appeal to our reasons, while the rare side effects and other problems are presented as stories with pictures and videos, which appeal to our emotions. And media and opposition parties liked it a lot.

It is no coincidence that Japan is almost the only advanced country that virtually stopped using cervical cancer vaccine because of a few controversial side effect cases, resulting 2000 patients suffering the cancer each year. Sadly it will take one more generation for us to overcome this mindset.
