From what I understand, the language that allows military adjacent expenditures to account toward the 5-percent target is a big loophole. It basically makes it a 3.5-percent target, which is still a lot but which Poland and some of the Baltic states have reached and which the U.S., Greece, and a couple of others are within striking distance of.
Does Greece spend so much because of Turkey and Cyprus? Or is there something else at play?
